STATEMENT: Opportunity for peace between Armenia & Azerbaijan

Please find NAC’s statement below regarding the opportunity for lasting peace between Armenia and Azerbaijan.

Last week, the Azerbaijani Ministry of Foreign Affairs announced a 5-point proposal submitted to Armenia with the aim of normalizing the relations between the two countries.

NAC welcomes the 5-point peace proposal and the prospect of normalization of relations between the two countries.

The proposal reflects the following five basic principles for normalizing relations between the two countries: 
 

  • Mutual recognition of each other's sovereignty, territorial integrity, inviolability of international borders and political independence

  • The mutual confirmation of the absence of territorial claims of states against each other and the legal obligation not to assert such claims in the future

  • Refraining from threatening each other's security in interstate relations, from the use of threats and force against political independence and territorial integrity, and other circumstances inconsistent with the purposes of the UN Charter

  • Delimitation and demarcation of the state border, the establishment of diplomatic relations

  • The opening of transport and communications, the establishment of other appropriate communications, and cooperation in other areas of mutual interest


Considering the volatility of the region and Russia’s ongoing illegal invasion of Ukraine’s sovereign territory, we must take a firm and definitive stance against invasions & occupations of all sovereign nations and the violation of the territorial integrity of all states in the region.

We believe that Canada can play a significant role in championing the peace process between Armenia and Azerbaijan. We urge the Canadian Government to stay engaged in supporting humanitarian initiatives on the ground, such as demining support, as well as people-to-people contacts and projects.
